Brazil Revises Positive List of Substances for Food Contact Plastics

Brazil adds two chemicals to the nation’s positive list of substances for food contact plastics. The amendment became effective on February 10, 2025.

In 2024, Brazil’s Health Regulatory Agency (Agência Nacional de Vigilância Sanitária, Anvisa) consulted on the proposed addition of two chemicals to the positive list of authorized substances in the nation’s food contact plastics regulation under RDC No. 56/2021 (SafeGuardS 56/24).

On February 10, 2025, Anvisa issued Resolution of the Collegiate Board of Directors – RDC No. 961 of February 6, 2025, (Resolução de Diretoria Colegiada No. 961, de 6 de Fevereiro de 2025, RDC No 961/2025) to amend RDC No. 56/2021 on the positive list of monomers, other starting substances and polymers authorized for the manufacture of plastic packaging and equipment in contact with food.

This latest resolution transposed GMC/MERCOSUR Resolution No. 28 of December 4, 2024, into Brazil’s national law.

RDC No. 961/2025 contains two changes to RDC No. 56/2021:

  • Adds tetramethyl bisphenol F diglycidyl ether (TMBPF-DGE, CAS 113693-69-9) with specifications to the list of monomers and other authorized substances under Part I to the Annex
  • Includes polyamide-imide 2 (PAI-2) with defined specifications to the list of authorized polymers under Part V of the Annex

RDC No. 961/2025 became effective on February 10, 2025, the date of its publication in the Official Journal (Diário Oficial da União).
