Japan Regulates Three POP Chemicals

Japan has designated three persistent organic pollutant (POP) chemicals as Class I Specified Chemical Substances. The new law will be implemented in phases, starting on February 18, 2025.

In December 2023, Japan’s Ministry of Economy, Trade and Industry (METI) and other competent authorities consulted over a draft cabinet order to designate methoxychlor, dechlorane plus and UV-328 as Class I Specified Chemical Substances (SafeGuardS 03/24).

On December 18, 2024, Japan issued Cabinet Order No. 382 (time limited for free viewing in the Kanpō (Official Gazette)) to amend the nation’s Enforcement Order of the Act on the Evaluation of Chemical Substances and Regulation of their Manufacture, etc. (Cabinet Order No. 202 of 1974).

Cabinet Order No. 382 contains several important provisions. It:

  • Designates the aforementioned three POP chemicals as Class I Specified Substances
  • Prohibits the importation of products that contain dechlorane plus and UV-328 from June 18, 2025 (see Table 1 below)
  • Allows the use of dechlorane plus until February 26, 2030, for the manufacture of insulation materials for equipment falling under the Ministry of Defense Establishment Act
